Aus4Adaptation

 

Aus4Adaptation is a partnership between Australia and Vietnam to work together in responding to the challenges of climate change facing the Mekong Delta. The program complements other investments that Australia has already made in climate change adaptation.

Aus4Adaptation comprises an investment of AUD 75 million over 10 years, with an initial phase of 5 years, with an option for a further 5-year extension.

The overall goal of the investment is that: “Vietnam is accelerating and expanding adaptation responses to climate change in the Mekong Delta”. The objective is that “Australia works in partnership with government (at all levels), the private sector and communities to demonstrate, learn from and scale up inclusive adaptation responses to climate change in the Mekong Delta”.

 

Purpose of Position

 

This position supports the design, consultation, and approval of the Aus4Adaptation Project Document, ensuring compliance with Vietnam’s ODA regulations and alignment with national climate adaptation priorities. The role contributes to identifying technical support needs for implementing the National Climate Adaptation Plan, strengthening coordination between national and sub-national stakeholders in the Mekong Delta, and facilitating timely project approval and implementation readiness.

 

1.Primary Responsibilities

 

The primary responsibilities of the Project Document Development Consultant can be broadly described as follows:

  • Conduct a comprehensive study on the Aus4Adaptation Program, analysing the current status and technical support needs for the implementation of the National Climate Adaptation Plan (NAP) at the Ministry of Agriculture and Environment and participating localities in the Mekong Delta region.

 

    • Draft and consult on the following issues:
    • Technical support needs for the implementation of the NAP
    • Capacity building programs for climate change managers (training, study tours, knowledge exchange, etc.)
    • Methods for coordinating activities between the Ministry of Agriculture and Environment and localities in the Mekong Delta region in project implementation
    • Identifying/prioritising activities and including scenarios for project expansion if additional funding is available
    • Ensuring support is consistent with the current ODA program.

 

  • Develop a detailed project document in accordance with the regulations of Decree 242/2025/ND-CP on the management and use of Official Development Assistance (ODA) and Decree 119/2026/ND-CP amending Decree 242/2025/ND-CP on the management and use of Official Development Assistance (ODA) and concessional loans; meeting the requirements for funding, ensuring the project aligns with the specific development objectives of the ministries, sectors, localities, implementing and beneficiary units; is appropriate in terms of implementation methods; capital and capital balancing capacity, financial mechanisms; budget structure allocated to key items; commitments and conditions of foreign donors and participating parties; effectiveness, applicability of results in practice and sustainability after completion; based on the agreed opinions of all project participants.

 

  • Consult with the Climate Change Department, other relevant units of the Ministry of Agriculture and Environment, the People’s Committees of the provinces participating in the project, and the Australian Embassy in Vietnam to finalise the project document based on the agreed-upon opinions of the project participants, including leveraging the strengths and benefits of Australia and Vietnam in accordance with the initial project design document and the Australia-Vietnam Comprehensive Strategic Partnership.

 

  • Support the adjustment and finalisation of the project document based on feedback from relevant competent authorities during the review and approval process.
  • Support and advise the Ministry of Agriculture and Environment in signing the Project Implementation Agreement.
  • Travel as required domestically (primarily the Mekong Delta and Hanoi) to consult with the Vietnamese Government, local authorities, and DFAT stakeholders throughout the drafting and approval process.

2.1 Timelines and Progress Report Milestones

The total time for carrying out the activity is up to 70 working days

    • Finalised Project Document after incorporating feedback from stakeholders: August 2026

3. Reporting Requirements

 

This role reports into the Team Leader, Aus4Adaptation.

 

3.1. Minimum Education and Experience Required

  • Bachelor’s degree in climate change, environmental management, or a related field; a postgraduate degree is an advantage.
  • Comprehensive and proven experience in designing and developing ODA project documents in Vietnam.
  • In-depth understanding of the Vietnamese Government’s ODA project approval process, including relevant regulations and laws. A broad network and strong relationships with decision-making bodies and the Ministry of Agriculture and Environment are an advantage.
  • Experience working with the Ministry of Agriculture and Environment, the Australian Department for Foreign Affairs and Trade (DFAT), government agencies, and local authorities is an advantage.
  • Extensive knowledge of the socio-economic and environmental context of the Mekong Delta, and issues related to climate change adaptation at both national and local level.
  • Proficiency in English.
